De l’expérimentation À l’institutionnalisation positive: l’innovation sociale dans le logement communautaire au Québec

Abstract

Résumé**: L’économie sociale est de plus en plus souvent associée explicitement à la notion d’innovation sociale. Comme un concept analogue à celui d’innovation technologique dans l’analyse de la dynamique économique, l’innovation sociale peut être vue comme un concept opératoire dans l’analyse de la dynamique sociale, de son évolution, de ses crises et de ses transformations. Nous présentons ici un cas d’économie sociale qui peut porter un éclairage sur les dynamiques de l’innovation sociale. Celle‐ci peut émerger pour combler les vides laissés par les transformations économiques, mais elle peut aussi mener à des transformations du système. Le cas du logement communautaire au Québec (organisations coopératives et sans but lucratif) permet d’illustrer les conditions qui mènent à l’émergence d’innovations sociales et les facteurs qui favorisent une trajectoire vers ce que nous appellerons une «institutionnalisation positive», qui intègre le changement dans les institutions plutôt que de subir les pressions isomorphiques du marché ou de l’État.
