Crise Covid-19 et surendettement des ménages : une baisse record du nombre de dossiers déposés en 2020

Abstract

Alors que le PIB français a affiché en 2020 sa plus forte baisse annuelle (– 7,9 %) depuis le début de la série en 1950, le nombre de dossiers de surendettement déposés en vue d’un rééchelonnement ou d’un effacement des dettes n’a non seulement pas progressé, mais s’est contracté de 24 %. Outre les dispositifs favorables à l’inclusion financière et l’accent mis sur la protection du logement, qui ont certainement agi comme des stabilisateurs dans un contexte économique dégradé, plusieurs facteurs expliquent cette baisse, tels que des obstacles matériels au dépôt des dossiers de surendettement pendant le premier confinement sanitaire et l’importance des aides publiques de soutien au revenu des ménages. En 2021, sur les dix premiers mois, le niveau des dépôts de dossiers reste à un étage bas, à – 16 % par rapport à la même période de 2019. Pour 2022, si l’arrêt progressif des aides transitoires et des moratoires doit conduire à demeurer attentif à l’évolution du nombre de dépôts de dossiers, le scénario d’une forte augmentation, encore envisagé il y a quelques mois, apparaît aujourd’hui très improbable.
