Le blocage de l’OMC, un révélateur de la crise du multilatéralisme ?

Abstract

Depuis 1995, l’OMC s’était imposée comme l’institution internationale au centre du système mondial d’échanges, succès illustré par l’adhésion de la Chine en 2001 et de la Russie en 2012. Mais elle fait aujourd’hui face à une crise existentielle avec le blocage de l’organe d’appel du mécanisme de règlement des différends commerciaux (ORD). Or en l’absence d’outil efficace pour régler les différends commerciaux entre États, le fonctionnement de l’ensemble du commerce international risque d’être perturbé, dans un contexte où la pandémie de Covid-19 réduit depuis un an très fortement le volume des échanges. L’incertitude sur le rythme de la reprise des échanges renforce la nécessité d’une réponse coordonnée de l’Union européenne pour rappeler à ses partenaires commerciaux que le multilatéralisme reste la meilleure voie possible en matière d’échanges internationaux.
