A new Banque de France Financial Conditions Index for the euro area

Abstract

Financial conditions matter for the conduct of monetary policy. Over time, the scope of financial variables with a significant impact has increased, calling for the creation of an aggregate indicator – the financial conditions index (FCI) – that would summarise the information. The need for an aggregate indicator has gained even further traction since the 2008 global financial crisis as the usual monetary policy reference for financial conditions – the short-term interest rate – has become much less informative once stuck at its lower bound. This article presents a new FCI for the euro area with time-varying component weights. It is based on a set of financial series regularly monitored by the Banque de France and which pinpoints the sources of changes in financial conditions. Since 2014, financial conditions have loosened substantially thanks to the implementation of the European Central Bank’s non-standard monetary policy measures. Les conditions financières sont importantes pour la conduite de la politique monétaire. Au fil du temps, le périmètre des variables financières identifiées avec un impact significatif a augmenté, rendant nécessaire la création d’un indicateur agrégé – l’indice des conditions financières (ICF) – qui synthétiserait les informations. Cette nécessité s’est accentuée depuis la crise financière mondiale de 2008, la référence de politique monétaire habituelle pour les conditions financières – le taux d’intérêt de court terme – étant moins informative une fois sa valeur plancher atteinte. Cet article présente un nouvel ICF pour la zone euro intégrant des pondérations variables dans le temps. Il s’appuie sur un ensemble de séries financières faisant l’objet d’un suivi régulier à la Banque de France et identifie les sources d’évolution des conditions financières. Depuis 2014, celles-ci se sont nettement assouplies grâce à la mise en œuvre des mesures non conventionnelles de politique monétaire de la Banque centrale européenne.
