Market-Based Instruments for the Protection of Water Resources in Bulgaria

Abstract

The aim of this study is to evaluate the market-based instruments (MBI) implementation for the protection of water resources (charges, non-compliance fees, certain subsidies and information instruments) in the short- and mid-run in Bulgaria in the context of the integrated water resources management concept. Firstly, institutions and environmental policy for water resources during the last three decades have been characterized, as well as the main instruments of these policies. Secondly, MBIs have been evaluated on the base of a detailed analysis on a macro-level, as well as an industrial-enterprises-level through a dedicated research of companies, that are major water polluters. Directions for improving the implementation of MBIs for the protection of water resources in Bulgaria have been outlined in conclusion.
