Achieving sustainable development goal 1 “No poverty” in the regions of the Russian Federation: results of the five-year period

In 2015, the UN proposed a plan for sustainable development until 2030, called the ‘‘Sustainable Development Goals’’ (SDGs). The objective of this study is to assess the degree of achievement of ‘‘SDG 1: End poverty in all its forms everywhere’’ in the Russian Federation and in the context of the constituent entities of the Russian Federation. To achieve this, the methods of analyzing the dynamics, structure, graphical, and multivariate methods of statistical analysis, including cluster analysis, adaptive modeling, and forecasting methods, were used. The system of national SDG 1 indicators is considered, and their target values are determined. The values of the indicator ‘‘Index of risk of poverty and social exclusion (AROPE)’’ are estimated. An assessment is made of the degree of achievement of the target values of SDG 1 in 2018 and 2022, and a forecast is given for their achievement by 2030. For a comprehensive assessment of the aggregate situation for all national SDG indicators, a cluster analysis of the regions of the Russian Federation was carried out based on data for 2018 and 2022. The features of each of the identified clusters and the dynamics of their characteristics are studied. The leading regions are identified. A forecast of achieving SDG 1 for the Russian Federation is given. The analysis used official information from the Federal State Statistics Service. A conclusion was made about the priority of stimulating the growth of real cash incomes as the main driver for achieving SDG
