Entrepreneurial ecosystems of non-urbanized territories: theoretical and practical aspects

Non-urbanized territories in Russia are home to 25 % of the population; the area of rural land is 1,524 million hectares, which is more than 85 % of the country’s area. Despite the fact that the main type of activity in these territories is agriculture, the demographic indicators of agricultural organizations demonstrate their reduction: the liquidation rate significantly exceeds the birth rate of the latter. The ecosystem approach in economics, due to the diversity of its methodological basis, taking into account formal and informal relationships in the economy, is used by researchers to ensure the sustainability of the region’s economy and its economic security. Thus, the importance of non-urbanized territories and agriculture in the country’s economy, the excess of official liquidation of organizations over their birth rate, especially in agriculture, the need to support newly created agricultural organizations, and the prospects of the ecosystem approach in the economy determine the relevance of this study. The purpose of the study is to study the entrepreneurial ecosystems of non-urbanized territories in theoretical and practical aspects. The information basis for writing the work is publicly available data posted on the official websites of the Territorial Body of the Federal Statistics Service and the Federal Tax Service for 2019-2023 and scientific publications. The actual data used made it possible to state the uneven development of the entrepreneurial ecosystem in the municipal districts of the studied region, significantly different business density, insufficient working-age population against the background of population migration, and poor availability of credit institutions with an unstable Internet connection in some areas. The information gathered will eventually enable the development of policies to foster and support entrepreneurial ecosystems in each typical group and the identification of a group of non-urbanized regions based on the quality of the entrepreneurial ecosystem.
