A digital platform for municipal property management (based on the example of the city of Perm)

Abstract

The article considers issues related to the possibility and necessity of introducing a digital platform for municipal property management. The methodological basis of the study was the approach developed by Russian authors to the analysis of property management problems and assessment of the effectiveness of use using digital technologies. In conducting the study, the author used general scientific methods of structural, logical and functional analysis, as well as special methods for studying the digital economy. The article considers the features of introducing a digital platform for municipal property management. It is shown that the introduction of a digital platform for municipal property management will improve the quality of management at the municipal level. A new way of communicating with the population, taking into account satisfaction with the work of local governments, contributes to obtaining an additional socio-economic effect. To move to a new quality of municipal property management, it is economically feasible for local authorities to use a digital platform in free access for the population of the municipality, which decides to use the property for their own benefits directly (purchase, rent), without intermediaries and allocating all funds to the local budget.
