Complex directions for university programmestransformation aimed atpersonnel flexible training in the interests îf the territory of advanced socio-economic development

Abstract

The problem of the study is provided with the need to implement flexible strategies for personnel training in the interests of the territory of advanced socio-economic development (TASED): currently these stragegies do not have sufficient scientific and practical justification. The scientific task is to ensure the flexibility of personnel training based on the development of multifunctional cooperation between a regional university, TASED residents and a cluster of technological innovators. The methodological base is represented by an integrative approach. Materials of theoretical studies of the problem of interaction between the university and innovation-oriented enterprises, as well as data from surveys of TASED residents were used. The main results of the study determine the complex activities of the Kumertau branch of the Orenburg State University in the conditions of Kumertau (TASED status) in the system of partnerships “school – secondary vocational education – university – city – enterprise”, among which infrastructural transformations on the basis of the university, effective types of production and educational and career guidance activities during the creation of the TechnoNIKOL resource center, the KNAUF consulting center, the Center for Advanced Professional Training, and engineering classes. The author’s conclusions fix the role of partnerships in the implementation of flexible training strategies in the context of TASED: presentation of the university as the owner of unique competencies to attract young people to the region; resource mutually beneficial interaction of vocational education with TASED residents and a cluster of technological innovators; orientation of the activities of resource centers on the values of labor and the socio-economic development of the territory; ensuring the multi-profile and multi-stage training; creation of organizational integrative structures of stakeholder interaction on the basis of the university.
