Abstract

It is quite obvious the high- tech societies of today cannot survive without setting their objectives. Scientists in public administration are conscious about setting objectives and goals for their immediate societies and organizations. They want to know about the influential factors of and kind on those objectives and their related policies. Based on author's own experiences, setting a national strategy in detail.is not an easy task. It is impossible to set objectives and goals just based on individual's personal prefernces and judgement. National purpose of the lslamic Republic of Iran (IRI) has been derived from many sources: A- Constitution of the lslamic Republic of Iran (IRI) B- The lectures of revolution leader, public will, environmental possibilities and limitation,and domestic and international policies. C- Presidential polic statements issued through the advanced councils of :national strategy, national security and etc. D- Legislative power. Normally, the above-mentioned bodies set the objectives which are not clear enough. The objectives have defined qualitatively not quantitatively. Therefore, in practice some organizations should be assigned to interpret and clear those objectives quantitatively.
