Expansion Policies in Higher Education:Capacity Building or Resource Wasting? (in Persian)

Abstract

Vacant capacities in undergraduate education in the past two years , represents following inappropriate development patterns of higher education and waste of resources .To recognize several factors that leads to this , we investigated the results of attached studies in 2001 at institute for research and planning in higher education(IRPHE). Referring to that studies and analyzing relevant information and data ,indicates that the first obvious deviation has occurred in sub-systems of public higher education . secondly , the graduate level has not benefiting enough support in quality center of excellence .Also, there is nonessential intervention at macro-level planning and extra-legal operation and interfere with the duties and most serious is the lack of quality assessment and accreditation constitutions .so, there is some outlooks about deviation from development policies mentioned . Meanwhile , considering new paradigm of constant development , higher education must follow a proportional tree dimension pattern with special emphasis on socio-economic sphere and capacities.
