O Uso do Modelo NetWork DEA para Avaliação da Eficiência Técnica do Gasto Público em Ensino Básico no Brasil

Abstract

Este trabalho utiliza o modelo Network-DEA para avaliar a eficiência técnica do gasto público com educação básica nas Unidades da Federação para os anos de 2001, 2003 e 2005. É admitido que o ensino público seja gerado através de um processo produtivo ocorrendo em dois estágios. O primeiro estágio consiste na execução orçamentária para a contratação dos recursos físicos e humanos alocados no setor. O segundo estágio utiliza os recursos contratados no primeiro estágio para gerar efetividade do ensino. Os resultados apontam o Rio Grande do Sul como a UF mais eficiente, tanto no ensino fundamental quanto no ensino médio.
