Instrumentos de politica de cambio climatico en la agricultura de Aragon

Abstract

El cambio climatico es una de las grandes amenazas a las que se enfrenta la sociedad humana. El sector agricola es una fuente de emisiones contaminantes y a la vez de alternativas para mitigar el cambio climatico. La sustitucion de la agricultura tradicional por la agricultura intensiva en inputs y capital, ha generado danos ambientales importantes debido a la carga de emisiones de gases de efectos invrenadero (GEI) y a las perdidas de nutrientes. En este trabajo se realiza una estimacion de la carga de emisiones GEI y de emisiones de nitrogeno de origen arario en Aragon. Las distintas medidas de mitigacion y adaptacion al cambio climatico se examinan utilizando un modelo beioeconomico. Los resultados muestran que los limites de dertilizacion y la modernizacion de regadios son buenas medidas para la mitigacion de las emisiones. Tambien se comprueba, que los instrumentos economicos no son medidas muy adecuadas para reducir la contaminacion difusa. El trabajo uestra ademas la importancia de los bosques en Aragon como sumideros de carbono. Climate change is an important threat to human society. The agricultural sector is a source of greenhouse gases (GHG) but also it provides alternatives to confront climate change. The expansion of intensive agriculture during recent decades has generated significant environmental damages because of the GHG emissions and nutrient loads. This study presents an assessment of GHG emissions and nitrogen loads in the agriculture of Aragon. Several mitigation and adaptation measures to climate change are examined using a bioeconomic model. The results indicate that standards limiting nitrogen fertilization and investments in irrigation modernization are appropriate mitigation measures to abate emissions. Another finding is that economic instruments are not very well suited measures to abate nonpoint pollution. The study also shows the importance of forest in Aragon as carbon sinks.
