Sytuacja dochodowa gospodarstw rolniczych w krajach UE-15 i w Polsce w latach 2007-2013 w świetle statystyki FADN

Abstract

The financial support under the Common Agricultural Policy in Poland is increasing and it is additionally supported by domestic payments. It should accelerate the convergence between incomes in polish farms in relation to EU average. The main aim of this article was to examine the farm incomes in Poland against a background of EU-15 member states using data that is available in FADN database. Such a profitability is lower in comparison with EU-15, both gross and net. It depends not only on direct payments but also on general economic situation and production structure in polish agriculture. The incomes of farmers households still remain lower in comparison with the national average. They are characterised by higher variability, dependent on agricultural commodity prices and supply-demand relations. The reinforcing of the family agriculture model that provides social and ecological functions will be possible if aid instruments are maintained. / Synopsis. Wsparcie finansowe rolnictwa w ramach Wspólnej Polityki Rolnej w Polsce wzrasta i dodatkowo zasilana jest przez płatności krajowe. Powinno to przyspieszyć konwergencję dochodów gospodarstw polskich w relacji do średniej unijnej. Celem artykułu było zbadanie dochodowości polskich gospodarstw rolnych na tle krajów UE-15 mierzonej wielkościami dostępnymi w bazie FADN. Dochodowość ta jest niższa w porównaniu do krajów UE, zarówno w ujęciu brutto, jak i netto. Uzależniona jest ona nie tylko od dopłat unijnych, ale także od ogólnej koniunktury gospodarczej oraz struktur wytwórczych polskiego rolnictwa. Dochody ludności rolniczej w Polsce pozostają niższe w porównaniu do przeciętnej ogólnokrajowej. Charakteryzują się też większą zmiennością, zależną m.in. od cen surowców rolnych i relacji popytowo- podażowych. Wzmacnianie rodzinnego modelu rolnictwa, realizującego też funkcje społeczne i ekologiczne, wymaga utrzymania mechanizmów pomocowych.
