Wydatki w krajowym budżecie rolnym polski na rzecz rozwoju lokalnego przed i po integracji z unią europejską (1997-2011)

Abstract

Zadaniem artykułu była ocena poziomu i dynamiki tych wydatków w krajowym budżecie rolnym Polski, które w największym stopniu mogą mieć wpływ na rozwój lokalny rolnictwa oraz obszarów wiejskich. Do analizy przyjęto wydatki na: melioracje wodne, spółki wodne, prace geodezyjno-urządzeniowe na potrzeby rolnictwa, zwalczanie chorób zakaźnych zwierząt oraz badania monitoringowe, Powiatowe Inspektoraty Weterynaryjne, Wojewódzkie Inspektoraty Weterynaryjne, oświatę i wychowanie oraz Wojewódzkie Ośrodki Doradztwa Rolniczego. Wskazano na znaczenie integracji z UE, która była główną determinantą zmian w krajowym finansowaniu otoczenia produkcyjnego rolnictwa, a także infrastruktury społecznej na obszarach wiejskich. Długi czas (15 lat) pozwolił określić tendencje i warunki zmian w tym zakresie.
