Przesłanki Realizacji Inwestycji Infrastrukturalnych W Gminach Województwa Warmińsko-Mazurskiego

Abstract

Inwestycje infrastrukturalne stanowią podstawę rozwoju społeczno-gospodarczego samorządu terytorialnego. Są czynnikiem sprzyjającym pozyskaniu inwestycji oraz aktywizującym społeczność lokalną. Istotną kwestią przy planowaniu inwestycji infrastrukturalnych są przesłanki, które to mogą wynikać z faktycznych potrzeb społeczności lokalnej, wymogów związanych z opracowanymi dokumentami, a także z tzw. okazji rynkowych związanych z możliwością pozyskania bezzwrotnego kapitału. Celem artykułu jest klasyfikacja oraz analiza przesłanek, jakimi kierują się samorządy gminne planując inwestycje infrastrukturalne. Badania dowodzą, iż dominującą przesłanką w podejmowaniu decyzji inwestycyjnej jest możliwość pozyskania bezzwrotnego kapitału z funduszy unijnych.
