Prawny aspekt zarządzania publicznymi inwestycjami infrastrukturalnymi w regionach. Dylematy rozwoju społeczno--gospodarczego

Abstract

Niniejsze opracowanie stanowi analizę prawnych aspektów szczególnych inwestycji infrastrukturalnych w Polsce w regionach (województwach, ale też powiatach i gminach). Obszary omawianych inwestycji to: inwestycje drogowe (drogi publiczne), inwestycje kolejowe, inwestycje lotniskowe oraz inwestycje telekomunikacyjne. Kluczowy jest wpływ przedmiotowych inwestycji na rozwój społeczno-gospodarczy w regionach. Dylematy zarządzania dotyczące wymienionych inwestycji są nierozerwalnie związane z prawnym otoczeniem wprowadzanym przez państwo. Należy zwrócić uwagę na szczególne regulacje, gwarantujące szybkość postępowania (realizacji inwestycji). Wymienione regulacje stanowią szeroko rozumiane otoczenie prawne biznesu w sferze inwestycji infrastrukturalnych. Wszystkie przedmiotowe regulacje prawne są niezbędne w celu przyspieszenia rozwoju polskich regionów tak, aby osiągnąć w jak najbliższej przyszłości poziom rozwoju tzw. Zachodu (starych państw członkowskich Unii Europejskiej).
