Ocena procesów inwestycyjnych w rolnictwie w polsce w latach 2000-2011

Abstract

Głównym celem artykułu jest ocena procesów inwestycyjnych w rolnictwie w Polsce w latach 2000-2011. Pozytywnie należy ocenić tendencje w obszarze aktywności inwestycyjnej w rolnictwie po 2000 roku. Istotna poprawa w tym zakresie nastąpiła zwłaszcza po akcesji Polski z UE, w związku z możliwością finansowania inwestycji środkami pochodzącymi z funduszy UE. Aktywność inwestycyjna gospodarstw rolnych była podtrzymywana przed integracją z UE kredytami preferencyjnymi. Od 2004 roku główną rolę odgrywają fundusze UE wspierające inwestycje w rolnictwie. Dostrzeżono także zwiększenie stopnia upodobnienia się aktywności inwestycyjnej w rolnictwie na tle tendencji w całej gospodarce. Pomimo wzrostowej tendencji zdolności do inwestowania jej poziom jest niewystarczający do zahamowania dekapitalizacji majątku w całym rolnictwie. Sytuacja byłaby pozytywna gdyby została zmieniona tendencja wzrostu stopnia zużycia majątku w tym sektorze. Z drugiej strony, należy mieć świadomość, że istnieje znaczne zróżnicowanie aktywności inwestycyjnej w rolnictwie ze względu na skalę produkcji. Można przypuszczać, że uruchomione procesy inwestycyjne przyniosą efekty mnożnikowe w części gospodarstw rolnych, które aktywnie korzystają ze środków wsparcia inwestycji w ramach instrumentów WPR UE oraz kredytów preferencyjnych, co nasili procesy polaryzacji w rolnictwie.
