Budżet gminy topólka w kontekście wykorzystania środków z ue – studium przypadku

Abstract

Celem artykułu była analiza budżetu gminy Topólka w latach 2007-2010 w kontekście wykorzystania środków z UE oraz założeń w strategii gminy w aspekcie jej dalszego rozwoju. W celu realizacji badania zastosowano analizę dokumentów, w tym analizę sprawozdań z wykonania budżetu gminy Topólka w latach 2007-2010. W gminie Topólka, w latach 2007-2010 największy udział w dochodach ogółem miały dochody ze źródeł zewnętrznych (dotacji, subwencji). Udział dotacji w dochodach ogółem, w badanych latach 2007-2009 kształtował się na zbliżonym poziomie (32,3-33,1%), a w 2010 roku wynosił 26,1%. Wydatki budżetowe są przeznaczone na realizację zadań własnych i zleconych. Z badań wynika, iż w gminie Topólka w badanych latach dominowały wydatki na oświatę i wychowanie. Stanowiły one powyżej 31% wydatków ogółem, a wydatki inwestycyjne stanowiły ok. 18% [SVS 2012]. Na podstawie przeprowadzonych badań można również zauważyć, iż zakres potrzeb inwestycyjnych w gminie Topólka przekracza możliwości finansowe gminy, dlatego też gmina pozyskuje środki unijne, co wpływa na przemiany w rozwoju gminy.
