Analiza wskaźnikowa sytuacji finansowej gmin województwa wielkopolskiego

Abstract

Artykuł prezentuje zróżnicowanie poziomu sytuacji finansowej gmin województwa wielkopolskiego według ich typu. W tym celu posłużono się analizą wskaźnikową, a szczególną uwagę skupiono na wskaźnikach budżetowych oraz zadłużenia. Różnice pomiędzy poziomami wskaźników sprawdzono za pomocą analizy wariancji ANOVA i testu post-hoc Tukeya. Wykazano, że badany czas (2006-2010), ze względu na sytuację finansową gmin, można podzielić na dwa okresy: lata 2006-2008, kiedy ta sytuacja była korzystniejsza, oraz 2009-2010, gdy uległa pogorszeniu za sprawą mniejszej samodzielności finansowej i wzrastającemu zadłużeniu. Ośrodki miejskie, choć charakteryzują się wyższym poziomem zadłużenia, wyróżniają się też większą samodzielnością finansową. Dynamika zadłużenia jest natomiast najwyższa w przypadku gmin wiejskich przy stosunkowo małej samodzielności finansowej. Taka sytuacja może powodować zwiększenie ryzyka finansowego działalności prowadzonej przez gminy.
