Novas Relações Entre Agricultores Familiares E Consumidores: Perspectivas Recentes No Brasil E Na França

Abstract

Discute-se, neste artigo, o surgimento de novas estratégias e o resgate de velhas práticas, no que diz respeito à comercialização da produção agropecuária de agricultores familiares e busca-se ainda evidenciar a contribuição de tais práticas para o desenvolvimento de territórios rurais. Para fazer esta análise, recorreu-se à pesquisa bibliográfica, abordando conteúdos referentes à noção dos “circuitos curtos de comercialização de alimentos” (CCCA), aspectos teóricos e como esses vêm sendo desenvolvidos na França e no Brasil. Da mesma forma, referencia-se a noção de desenvolvimento e ancoragem territorial. Como resultado, os autores chegam à conclusão de que o conceito apresentado por Decoox e Prévost (2010), para caracterizar os CCCA - venda direta realizada do produtor ao consumidor e também pela venda indireta, na condição de que haja apenas um único intermediário, deve ser observado com atenção. Uma experiência de CCCA pode realmente ser considerada uma estratégia de desenvolvimento territorial, quando fundamentada na noção de ancoragem territorial, conforme apresentado por Pecqueur (2006b), aspecto não contemplado no conceito proposto por Decoox e Prévost (2010). Tanto o caso brasileiro como o francês, dão indicativos do potencial dos CCCA, como estratégia dinamizadora para o estabelecimento de relações comerciais e de parcerias mais justas entre agricultores e consumidores, além da possibilidade de contribuírem para o desenvolvimento territorial. ----- In this article is discussed the emergence of new strategies and the recovery of old practices in regard to the commercialization of the agriculture and livestock production of family farmers, in addition to attempting to display the contribution of such practices for the development of rural territories. To do this analysis, we appealed to the bibliographic research, approaching contents regarding the notion of “short food supply chains” (SFSC), theoretical aspects and how it has been developed in France and in Brazil. In the same manner, the notion of development and territorial anchorage is referenced. As a result, the authors conclude that the concept presented by Decoox and Prévost (2010), to characterize the SFSC – direct sale performed from farmer to consumer and also by indirect sale, with the condition of having a single intermediate, must be observed with attention. A SFSC experience may actually be considered a territorial development strategy when based on the notion of territorial anchorage, according to that presented by Pecqueur (2006b), aspect not contemplated in the concept proposed by Decoox and Prévost (2010). Both Brazilian and French cases indicate the potential of the SFSC as proactive strategy for establishing a fair trade and relations of partnership between farmers and consumers, in addition to contribute for territorial development.
