The Necessity of Establishing a Food Policy Council and Some Considerations for Its Setting in Korea

Abstract

In this paper, I will survey American and Canadian FPCs (Food Policy Council) and show importance of setting one in Korea. Concerning American and Canadian FPCs, this paper reviews their background, status, members, model, characteristic, activities, merits, and accomplishments, along with problems. To contend why such a council is needed in Korea, I discuss several reasons: dealing with food holistically, coping with food security and food safety in the region, making rural economy viable, transforming conventional farming into ecologically friendly farming and integrating farmers in suburban areas. This paper also gives some practical considerations for setting up FPCs in Korea: initiatives, members, unit of establishment, role of regional government, vision and budget problems.
