Multifonctionnalité de l’agriculture et territoires : des concepts aux politiques publiques

Abstract

Le but de ce papier est de contribuer à mieux formaliser les outils et concepts utiles pour l’analyse économique de la multifonctionnalité – en particulier la prise en compte des services environnementaux de l’agriculture. Dans l’explosion actuelle des cadres d’analyse, il apparaît que le recours aux concepts d’externalités, de biens publics et de produits-joints est fort pertinent. L’introduction de la dimension territoriale nous semble en outre de nature à améliorer la finesse d’analyse. Cette approche rigoureuse des « fonctions » environnementales de l’agriculture nécessite tout d’abord de clarifier les relations entre les concepts développés par la théorie économique dans le champ des défaillances du marché et leurs modalités possibles de régulation. On peut montrer alors que la problématique d’internalisation des externalités positives et négatives de l’agriculture est fort différente selon la nature spécifique ou générique des marchés agricoles et le degré de concurrence auquel les agriculteurs sont confrontés. Il apparaît aussi que les politiques d’internalisation peuvent se révéler plus efficaces si elles prennent en compte la dimension territoriale.
