Agrar- und Umweltpolitiken aus institutioneller Sicht: eine ex-ante Methode zur Politikbewertung

Abstract

Ex-ante Bewertungsverfahren von Agrar- und Umweltpolitiken und Politiken für den ländlichen Raum sind integrative Bestandteile des politischen Entscheidungsprozesses in der Europäischen Union. Während es bereits eine Mehrzahl von quantitativen Agrar- Umwelt-Modellen gibt, die sowohl soziale, ökonomische als auch ökologische Auswirkungen dieser Politiken vorhersagen können, gibt es bisher keine wissenschaftlich fundierte standardisierte Methode zur exante Politikbewertung, welche explizit und umfassend deren institutionelle Dimension erfasst. In diesem Beitrag wird eine Methode vorgestellt, die institutionelle Aspekte der Politikimplementierung ex-ante abbilden kann. PICA (Procedure for Institutional Compatibility Assessment) ist ein systematisches Prüfverfahren, mit dessen Hilfe die institutionelle Passfähigkeit von Politikoptionen im Hinblick auf unterschiedliche nationale und regionale institutionelle Kontexte abgeschätzt werden kann. PICA wurde als eine explorative, jedoch standardisierte Methode entwickelt, die es Politikern ermöglicht, bereits in einer frühen Phase der Politikformulierung institutionelle Hemmnisse zu erkennen. Dabei greift PICA systematisch auf bereits vorliegende theoretische und empirische institutionenökonomische Erkenntnisse zurück. Nach einer kurzen Einführung in das Konzept der institutionellen Passfähigkeit bei der Politikbewertung werden die vier Stufen der PICA-Methode ausführlich erläutert. Anschließend werden das Vorgehen und die Ergebnisse der Anwendung der PICA-Methode auf die (im Jahre 2007) geplante Einführung der EUNitratrichtlinie im französischen Département Puyde- Dôme in der Auvergne vorgestellt. In den Schlussfolgerungen werden die Rolle von PICA als explorativem Instrument in politischen Entscheidungsprozessen diskutiert und die nächsten Schritte zur Verfeinerung dieser Methode skizziert. Ex-ante impact assessment of agricultural, environmental, and rural policies has become an integral part of political decision-making processes in the European Union. While a variety of agri-environmental modelling tools exists which are able to predict social, economic, and ecological consequences of policies, there are no standardised ex-ante policy assessment tools capturing the institutional dimension. In this paper, we introduce a procedure for exante modelling institutional aspects for policy implementation. PICA (Procedure for Institutional Compatibility Assessment) is a systematic methodology to assess the institutional compatibility of policy options with the respective national and regional institutional contexts. PICA has been designed as an explorative, yet formalised methodology that enables policymakers to identify, at an early stage, potential institutional incompatibilities. After a brief introduction of the concept of institutional compatibility for policy assessment, the four distinct steps of PICA are elaborated. Subsequently, the practical and empirical processes as well as the results of the application of PICA for the (in the year 2007) planned implementation of the EU-Nitrate Directive in the Département Puy-de-Dôme in the Auvergne, France, will be presented. In the conclusions we stress PICA’s explorative character and give an outlook on the further methodological development of the procedure.
