Analyse des conséquences du programme d'encouragement à l'exportation (EEP) des Etats-Unis sur le marché mondial du blé

Abstract

This paper investigates the effects of the U.S. Export Enhancement Program (EEP) on volumes traded and prices in the world wheat market. EEP uses targeted in-kind subsidies to expand U.S. exports and was specifically designed to compete with subsidized exports from the B.C. A theoretical model is developed to analyze the effects of targeted, in-kind and volume constrained export subsidies. A spatial equilibrium model is used to show the expected changes in prices and exports caused by EEP The in-kind nature of the subsidy and the constraint on the volume of exports result in lower prices in all markets. U.S. market share increases, while B.C. exports remain constant as export restitution payments increase. Other competing exporters lose as a result of EEP.
