La implicación de los agentes sociales y económicos en el desarrollo rural: una necesidad insatisfecha

Abstract

La política de desarrollo rural llevada a cabo por la Unión Europea en el periodo de programación 2007-2013 representó un importante punto de inflexión al incorporar una concepción metodológica transversal reflejada en el Eje 4. LEADER. Traslada toda la experiencia acumulada desde 1991 por la Iniciativa LEADER a la programación del desarrollo rural. Entre otros aspectos, se refuerza el papel de actores locales, denominados Grupos de Acción Local (GAL), en el diseño y puesta en marcha de la estrategia de desarrollo rural. El objetivo de este trabajo es determinar si los 264 GAL han asumido la filosofía de este enfoque de desarrollo. Con este fin se aplica la técnica multivariante de análisis clúster para encontrar diferencias significativas entre GAL y su clasificación en conglomerados homogéneos.
