Le développement de l'enseignement supérieur assure-t-il le développement économique ?

Abstract

Cette recherche vise à identifier par le biais de divers outils économétriques (causalité au sens de Granger et coïntégration) si et comment l'enseignement supérieur affecte sur le long terme le développement économique et d'autres variables liées (stock de capital physique, produit intérieur brut par tête). Trois pays ont été étudiés : Australie (1906-1986), Royaume-Uni (1919-1987) et Suède (1910-1986). L'évidence économétrique est confrontée aux résultats de travaux d'histoire économique plus traditionnels. Les résultats suggèrent que, si des préalables objectifs peuvent exister avant que l'enseignement supérieur puisse contribuer utilement au développement économique (comme l'atteinte d'un seuil suffisant de développement économique et technologique), le rôle des institutions et le rôle joué par une politique publique active ont également toute leur importance. Ces résultats, présentant de grandes différences entre les pays, témoignent de la relation complexe existant entre enseignement supérieeur et développement économique au cours de ce siècle, et relativisent l'automatisme supposé de ce lien suggéré par certaines théories économiques contemporaines.
