Demokratieindizes f�r die Kantone der Schweiz

Abstract

Die direkte Demokratie ist in den Kantonen der Schweiz unterschiedlich stark ausgepr�gt. Die Beteiligung der B�rger im politischen Prozess via Verfassungs- und Gesetzesinitiative, Gesetzesreferendum und Finanzreferendum ist durch verschieden hohe H�rden eingeschr�nkt. Unterschiede bestehen beispielsweise bei der Anzahl Unterschriften, die verlangt werden, um ein Instrument zu ergreifen, der Zeit, welche f�r die Sammlung der Unterschriften zur Verf�gung steht, oder der Ausgabenh�he, ab welcher ein Finanzreferendum m�glich ist. Diese Unterschiede werden verwendet, um Indizes f�r die direktdemokratischen Beteiligungsm�glichkeiten der B�rger zu berechnen. Die Indizes �ffnen ein weites Feld f�r die institutionell vergleichende Forschung in der Schweiz.
