Den deutschen Strommarkt an die Wirklichkeit anpassen: Skizze einer neuen Marktordnung

Abstract

Der deutsche Strommarkt ist im Umbruch. Strom aus erneuerbaren Quellen verdrängt solchen aus konventioneller Erzeugung. Die bestehende Marktordnung fördert zwar effektiv den Ausbau der erneuerbaren Elektrizitätserzeugung, geht aber mit hohen Kosten einher. Zudem entstehen regionale Ungleichgewichte zwischen Elektrizitätserzeugung und -nachfrage. Diese werden einer- seits durch den Ausbau Erneuerbarer, vor allem im Norden, ausgelöst. Andererseits ist der Rückgang konventioneller Energieerzeugung im Süden, zum Beispiel durch die Abschaltung von Kernkraftwerken, dafür verantwortlich. Diese regionalen Ungleichgewichte sollen vor allem durch einen erheblichen Netzausbau behoben werden.
