Abstract

Die Studie Verhandlung einer Waldkonvention - Ihr Ansatz und ihr Scheitern untersucht die Ursachen, die ein wirksames Waldschutzabkommen auf internationaler politischer Ebene bisher nicht möglich machten. Dabei wird das Hauptaugenmerk auf den UNCED-Verhandlungsprozeß gerichtet. Hier wurde erstmalig versucht, auf globaler Ebene ein Schutzinstrumentarium in Form einer Waldkonvention zu verhandeln. Im Vergleich zu den damals parallel verlaufenden Klimaverhandlungen werden wesentliche Punkte erkennbar, warum sich beim Waldthema eine Einigung der Staatengemeinschaft als so überaus schwierig darstellt. Aufgrund dieser Erkenntnisse werden Schlußfolgerangen gezogen, unter welchen Bedingungen schon heute Möglichkeiten für einen wirksameren weltweiten Waldschutz bestehen und umgesetzt werden könnten.
