Entwicklungslinien und Zukunftsperspektiven der Sozialpolitik in der Bundesrepublik Deutschland

Abstract

Der deutsche Wohlfahrtsstaat war bis Mitte der siebziger Jahre der typische Fall eines lohnarbeitszentrierten Sozialversicherungsstaates. Seither jedoch wandelt er sich in Reaktion auf ökonomische und soziale Veränderungen. Auf der einen Seite werden lohnarbeitszentrierte Sicherungen zurückgenommen; auf der anderen Seite werden aber auch neue, nicht lohnarbeitszentrierte Sicherungen eingerichtet. Zudem verändert der deutsche Wohlfahrtsstaat zunehmend auch seine Sicherungsziele: statt (allein) den Lebensstandard zu sichern, häufen sich die Mischungen von Einkommen aus verschiedenen Händen (income mixes). Abschließend erörtern wir, warum wohlfahrtsstaatliche Leistungen über ihren unmittelbaren sozialpolitischen Zweck hinaus Gesellschaften helfen können, Transformationsphasen zu meistern.
