Weniger Umverteilung: Warum der Sozialstaat schlechter vor Armut schützt

Abstract

Die Dekade 2010 bis 2019 war ein Jahrzehnt mit starkem Wirtschaftswachstum: Löhne und Gehälter stiegen deutlich an, Erwerbslosigkeit sank auf ein sehr niedriges Niveau. Gleichzeitig lässt in diesem Zeitraum die Umverteilungskraft des Steuerund Transfersystems deutlich nach. Die hohe Ungleichheit der auf dem Arbeitsmarkt erzielten Markteinkommen wird zunehmend weniger durch Steuern und Transferzahlungen abgemildert. Zugleich sind staatliche Transfereinkommen, allen voran die Rente, immer weniger in der Lage, Menschen tatsächlich vor Armut zu schützen. Für die Individuen wie auch für die Gesellschaft als Ganzes bleibt das nicht folgenlos.
