WSI-Arbeitskampfbilanz 2022: Streiks als normales Instrument der Konfliktregulierung bei Tarifauseinandersetzungen

Abstract

Im abgelaufenen Jahr registrierte das WSI 225 Arbeitskämpfe. In deren Verlauf gab es mehrere tausend Arbeitsniederlegungen mit insgesamt 930.000 Streikenden. Rechnerisch fielen dadurch 674.000 Arbeitstage aus. Damit hat sich das Arbeitskampfgeschehen in Deutschland auf einem im Vergleich der letzten Jahrzehnte eher mittelhohen Niveau verstetigt. Streiks sind demnach ein normales Instrument der Konfliktregulierung bei Tarifauseinandersetzungen, auch wenn sich das Arbeitskampfvolumen in Deutschland im internationalen Vergleich lediglich im unteren Mittelfeld bewegt. Nach den Ergebnissen der WSI-Erwerbspersonenbefragung haben 17 Prozent aller Erwerbstätigen in Deutschland im Laufe ihres Erwerbslebens schon einmal an einem Streik teilgenommen. Relativ hohe Warnstreikbeteiligungen bei Post, Bahn und Öffentlichem Dienst deuten bereits in den ersten Monaten des Jahres 2023 darauf hin, dass das Arbeitskampfvolumen in diesem Jahr noch einmal zunehmen könnte.
