Abstract

Seit Einsetzen der aktuellen Einwanderungswelle im Jahre 2012 ist ein Wiederanstieg der Kinderarmut zu verzeichnen. Im Jahre 2015 sind per Saldo rund 1,1 Millionen Menschen eingewandert, von denen gut 278.000 unter 18 Jahre alt waren. Wie aus der folgenden Abbildung ersichtlich, wanderten in der zweiten Jahreshälfte 2015 besonders viele minderjährige Asylbewerber ein. In einer jüngst veröffentlichten Studie (Seils und Höhne 2017) haben wir dargelegt, dass die vom Mikrozensus erfasste Kinderarmut im Jahr 2015 aufgrund der Einwanderung um 77.000 Kinder angewachsen ist. Vor dem Hintergrund der großen Zahl der Flüchtlingskinder, die während der ersten Monate ihres Aufenthaltes in der Bundesrepublik von den außerordentlich knapp bemessenen Leistungen des Asylbewerberleistungsgesetzes leben, erscheint der Anstieg der Kinderarmut um nur 77.000 Kinder außerordentlich gering. Dies führt uns zu der zentralen Frage dieses Beitrages: Wird die Kinderarmut weiter steigen?
