Entwicklung der Prämien- und Beitragseinnahmen in PKV und GKV 2013-2023

Abstract

Die Prämienbelastung je Versicherten in der PKV ist mit durchschnittlich 2,8 % pro Jahr im Zeitraum 2013-2023 weniger stark gestiegen als die Beitragsbelastung der Versicherten in der GKV mit 3,4 % pro Jahr. In der GKV konnten die steigenden Ausgaben nur ohne Beitragssatzsteigerungen finanziert werden, weil sich der Beitragssatz auf ein steigendes beitragspflichtiges Einkommen bezieht und die Beitragsbemessungsgrenze (BBG) regelmäßig nach oben angepasst wurde. So stieg der GKV-Höchstbeitrag von 575 Euro (2013) auf 808 Euro (2023). In der öffentlichen Wahrnehmung wird die kontinuierliche Erhöhung der Beitragsbelastung in der GKV bei jeder Lohnerhöhung bzw. Anpassung der BBG weniger stark wahrgenommen, als die unregelmäßig auftretenden Erhöhungen in den Tarifen der PKV-Unternehmen.
