Belegärztliche Versorgung: Historie, Entwicklungsdeterminanten und Weiterentwicklungsoptionen

Abstract

[Hintergrund und Ziele des Projekts ...] Im hier folgenden Projektbericht wird entsprechend in Kapitel 2 zunächst der Status Quo aus rechtlicher und aus empirischer Perspektive analysiert. Zusätzlich wird die belegärztliche Versorgung in den Kontext weiterer und zum Teil konkurrierender Versorgungsformen gestellt. Kapitel 3 untersucht die Gesundheitssysteme aus vier Ländern - USA, Österreich, Schweiz und England - auf mögliche Gestaltungsbeiträge für die Regulierung belegärztlicher Versorgung. In Kapitel 4 werden die Ergebnisse einer umfassenden leitfadengestützten Expertenbefragung zur Einschätzung der belegärztlichen Versorgungsform, ihrer Vor- und Nachteile und ihrer Entwicklungsperspektiven dargestellt. Wesentlicher Inhalt von Kapitel 5 sind Methodik und Ergebnis der Entwicklung einer Kriteriologie zur Bewertung des Status Quo und alternativer Regulierungsoptionen für die belegärztliche Versorgung. Basierend auf den vorangegangenen Analysen werden in Kapitel 6 zwei alternative Regulierungsoptionen für die belegärztliche Versorgung der Zukunft entwickelt, die den Rahmen zwischen einer liberalisierten stärker auf Marktmechanismen vertrauenden und einer im Sinne gesundheitspolitischer Zielsetzungen reformierten und ausgeprägten Regulierung aufspannen. Kapitel 7 nimmt schließlich eine Bewertung des Status Quo und der zwei alternativen Regulierungsmodelle mit Hilfe der Kriteriologie vor.
