Nicht-monetäre Aggregationsmethoden für Indikatoren der nachhaltigen Umweltnutzung

Abstract

Die bisherige Diskussion um Makroindikatoren für eine nachhaltige Nutzung der Umwelt weist auf eine Reihe unlösbarer Probleme bei der Konstruktion monetärer Indikatoren hin. Der alternative Ansatz, der auf physikalische Einheiten zurückgreift, hat vor allem das Problem der a priori fehlenden Kommensurabilität der unterschiedlichen Formen der Umweltnutzung zu lösen. Die Autoren präsentieren drei derartige Aggregationskonzepte und untersuchen ihre Aussagekraft. Dabei halten sie sich streng an das normative Nachhaltigkeitskonzept, das die Vorgabe von Umweltzielen und die Festlegung des anzulegenden Zeithorizontes voraussetzt. Im einzelnen werden erörtert: (1) der "reine" Ansatz, der die Häufigkeit der Zielverfehlungen zählt, (2) das "Person-Episode-Days"-Konzept, welches eine wohlfahrtstheoretische Gewichtung der Normverletzungen anwendet, und (3) der "Rates-to-Goals"-Ansatz, bei dem der Zielerreichungsgrad im Zentrum steht.
