Der Gesundheitsfonds: Politökonomische Aspekte und seine Rolle als Wettbewerbsinstrument

Abstract

Der Gesundheitsfonds gehört zu den zentralen Bestandteilen des GKV- Wettbewerbsstärkungsgesetzes vom 1. April 2007. In dem vorliegenden Beitrag wird die Entstehungsgeschichte des Fonds aufgegriffen und aufgezeigt, wie die Vorstellungen des Idealmodells eines Fonds von dem abweichen, was im Deutschen Bundestag beschlossen wurde. Auf der Grundlage des bestehenden Gesetzes werden dann die Mittelaufbringung, der Beitragseinzug, die Ausschüttung und der Zusatzbeitrag sowie die Mittelverwendung (einschließlich Risikostrukturausgleich) im Einzelnen dargestellt und in einem Fazit beurteilt. Im dritten Teil steht der Gesundheitsfonds als Instrument des Wettbewerbs im Mittelpunkt. Vor dem Hintergrund der Ziele und Instrumente des Wettbewerbs in der Gesetzlichen Krankenversicherung wird die Rolle des Fonds im zunehmenden Wettbewerb in der GKV eingeschätzt.
