Abstract

Heute werden Bahrain, Katar, Kuwait, Oman, Saudi-Arabien und die Vereinigten Arabischen Emirate zumeist als vielversprechende Reformstaaten wahrgenommen. Häufig übersehen werden dagegen die Legitimitätsprobleme, mit denen deren Herrscher konfrontiert sind - und die langfristig stabilitätsgefährdend wirken können: neben der mangelnden Legitimität der Herrscherfamilien auch die unpopuläre sicherheitspolitische Abhängigkeit von den USA. Noch schwer abzuschätzen ist, welche Folgen eine eventuelle Politisierung der großen Immigrantengruppen für die Legitimität der politischen Systeme hätte
