Die Ukraine unter Präsident Selenskyj: Entwicklung hin zum "populistischen Autoritarismus"?

Abstract

Ende 2021 hatte der ukrainische Präsident Wolodymyr Selenskyj die Hälfte seiner ersten Amtsperiode absolviert. Der klare Sieg bei der Präsidentschaftswahl 2019 und die absolute Parlamentsmehrheit seiner Partei 'Diener des Volkes' hatten dem politischen Quereinsteiger gute institutionelle Startbedingungen für seine ambitionierte Agenda verschafft. Zweieinhalb Jahre später hat sich das Bild indes stark gewandelt. Immer lauter wird die Kritik der Opposition, Selenskyj arbeite an einer autoritären 'Machtvertikale'. Zugleich steht der Präsident in offener Konfrontation mit dem mächtigsten Oligarchen, der Justiz, einflussreichen Lokalfürsten und den Medien des Landes. Welche Grundzüge bestimmen Selenskyjs Herrschaft, und was bedeutet dies für das politische System? Selenskyj hat seine eigene Unerfahrenheit und die Komplexität des Systems unterschätzt. Zwar droht der Ukraine dadurch kein Rückfall in den Autoritarismus. Doch gerade angesichts der außenpolitischen Lage ist die schnell wachsende innenpolitische Instabilität besorgniserregend.
