Frankreichs Atomwaffen und Europa: Optionen für eine besser abgestimmte Abschreckungspolitik

Abstract

Ein französischer Nuklearschirm für Europa als Ersatz für die US-Nukleargarantie stände vor großen politischen und militärisch-technischen Herausforderungen. Dennoch wäre es aufgrund der wachsenden Unsicherheit in Europa und Asien sinnvoll, wenn die Bundesregierung sich mit Szenarien und Optionen auseinandersetzte, die über die heutige Abschreckungsarchitektur hinausgehen. Denkbar wäre vor allem, dass Frankreich eine sichtbarere ergänzende Rolle zur erweiterten nuklearen Abschreckung der USA übernähme. Dies könnte unterschiedliche Formen annehmen, von gestärkten Konsultationen bis hin zu gemeinsamen Nuklearübungen. Auch wenn solche Schritte zurzeit unwahrscheinlich sind, scheinen sich die Interessen der USA und der Europäer in einer Weise anzunähern, die eine besser abgestimmte westliche Abschreckungspolitik ermöglichen könnte.
