Dauerbaustelle Binnenvertreibung: Wichtige Ansatzpunkte in den Empfehlungen des UN High-Level Panel on Internal Displacement

Abstract

Im September hat das vom Generalsekretär der Vereinten Nationen (UN) eingesetzte 'High-Level Panel zu Binnenvertreibung' seinen Abschlussbericht vorgelegt. Darin verlangt es eine Schwerpunktverschiebung von kurzfristigen humanitären hin zu längerfristigen entwicklungsorientierten Ansätzen und somit eine Fokussierung auf dauerhafte Lösungen. Zentrale Reformvorschläge des Panels - ins­besondere die Einrichtung eines Globalen Fonds und die Ernennung eines UN-Sonderbeauftragten zum Thema - sind auf internationaler Ebene derzeit nicht konsensfähig. Gleichwohl bietet der Bericht wichtige Ansatzpunkte, um langandauernde Binnenvertreibung zu bewäl­tigen: zum einen neue Anreizstrukturen und Rechenschaftsmechanismen, um eine aktive Beteiligung der direkt betroffenen Regierungen zu fördern, zum anderen die Operationalisierung des Humanitarian-Development-Peace Nexus (HDP-Nexus). Um diese Empfehlungen mit Leben zu füllen, sollte sich die neue Bundesregierung ressortübergreifend im Follow-up-Prozess zum High-Level Panel engagieren.
