UN-Generalversammlung der "Hoffnung": Eine kooperativere Debatte, ein innovativer Bericht und ein SDG-Moment

Abstract

Obwohl auch die 76. Generaldebatte der Vereinten Nationen Pandemie-bedingt erneut in einem hybriden Format stattfinden musste, war die Stimmung deutlich positiver als im Vorjahr. Nicht nur war der Saal in New York besser gefüllt, auch der Ton der Debatte war kooperativer, nicht zuletzt weil US-Präsident Biden auf Diplomatie zu setzen versprach. UN-Generalsekretär António Guterres legte seinen Bericht 'Our Common Agenda' vor und warb für ambitionierte UN-Reformen. All dies passt zum Thema der diesjährigen Generaldebatte: 'Stärkung der Widerstandsfähigkeit durch Hoffnung' ('Building resilience through hope'). Parallel zur Debatte fand eine Vielzahl von Treffen statt, die jenseits von Worten auch auf Taten zielten. Hier ist die Bilanz jedoch nicht überzeugend, wie ein Blick auf den sogenannten 'SDG-Moment' zeigt.
