Kolumbiens Weg zum "totalen Frieden": Präsident Gustavo Petro kann nicht auf die FARC-Blaupause zurückgreifen

Abstract

Mit der gemeinsamen Ankündigung, erneut Friedensgespräche aufnehmen zu wollen, haben der neue Präsident Kolumbiens und die zweitgrößte Guerilla-Gruppe des Landes, die ELN, ein klares politisches Signal gesetzt. Die Befriedung der ELN (Ejército de Liberación Nacional) soll unter der Ägide einer "linken" Regierung gelingen und von einem umfassenden und ambitionierten Reformprojekt flankiert werden. Damit wird - nach dem Friedensschluss mit den FARC-Rebellen im Jahre 2016 - ein erneuter Anlauf genommen, um den Bürgerkrieg zu beenden. Allerdings kann das Abkommen mit der FARC nur begrenzt als Blaupause dienen. Das liegt nicht nur an dem unterschiedlichen historischen Ursprung beider Guerilla-Gruppen, sondern auch an der inneren, stark dezentral angelegten Struktur der ELN. Noch sind Fragen des Waffenstillstands und der Freilassung von Gefangenen als Vorbedingungen ungeklärt. Es stehen langwierige Verhandlungen bevor, bei denen die kolumbianische Zivilgesellschaft einbezogen werden muss, da zentrale Zukunftsfragen des Landes zu klären sind.
