Chinas Gesundheitsdiplomatie in Zeiten von Corona: Die Seidenstraßeninitiative (BRI) in Aktion

Abstract

Internationale Kooperation im Gesundheitssektor ist seit über fünf Jahren ein fester Bestandteil der chinesischen Seidenstraßeninitiative (BRI). Seit Ausbruch der Covid-19-Pandemie wirbt die chinesische Führung für diesen Teilbereich der Initiative ('Gesundheitsseidenstraße') als einen Schlüssel für den Aufbau einer 'Weltschicksals­gemeinschaft'. Die Pandemie offenbart die Stärken der BRI und ihre Funktionsweise. Chinas Gesundheitsdiplomatie agiert weitsichtig und strategisch. Beijing verknüpft Maßnahmen der Pandemiebekämpfung in Hilfsempfängerstaaten mit der Aussicht auf Kooperation im Rahmen der BRI in der Zeit nach der Corona-Pandemie. Nicht zuletzt strebt Beijing danach, international als 'verantwortungsvolle Großmacht' wahrgenommen zu werden. Der im Westen vielfach verengte Fokus auf Qualitätsmängel chinesischer Hilfsleistungen lässt verkennen, dass Beijing viele Drittstaaten effektiv und umfassend unterstützt hat, bei Abwesenheit traditioneller Hilfsgeber. Um Chinas Einflussgewinn in Regionen entgegenzutreten, die für Deutschland und Europa strategisch relevant sind, wäre es notwendig, eine größere Sensibilität für die geopolitischen Implikationen der Pandemie zu entwickeln und Drittstaaten konkrete europäische Angebote für die Zeit nach der Pandemie zu machen. Parallel zu mehr Engagement auf multilateraler Ebene (etwa innerhalb der Weltgesundheitsorganisation [WHO]) sind auch verstärkte bilaterale Aktivitäten (zum Beispiel über regionale EU+x-Formate) oder die Koordinierung mit der neuen US-Regierung unter Joe Biden Handlungsoptionen.
