Die Vermessung des Maghreb: Vermeintliche Klarheit durch politökonomische Rankings und Indizes

Abstract

Internationale Indizes und Rankings, wie der Mitte April 2021 publizierte World Press Freedom Index, spielen eine zunehmend wichtige Rolle im Maghreb. Maghrebinische Regierungen vermarkten Verbesserungen der eigenen Position, polemisieren gegen schlechte Einstufungen anderer oder nutzen eigene bessere Platzierungen, um ihre Kontrahenten herabzusetzen. Gleichzeitig ermöglichen Rankings Oppositionellen, auf Missstände im eigenen Land hinzuweisen. Externen Kooperationspartnern, allen voran der Europäischen Union (EU) und ihren Mitgliedstaaten, dienen sie als Entscheidungsgrundlage für Politiken gegenüber Algerien, Marokko und Tunesien. Auch wenn Indizes und Rankings Objektivität und Vergleichbarkeit insinuieren, sind sie oftmals problematisch in ihrer Genese, Aussagekraft und Verwendung. Nur wenn sie in die qualitative Forschung zum Maghreb eingebettet und ihre Kehrseiten reflektiert werden, können sie dazu beitragen, Reformbedarf zu identifizieren und Missstände zu beheben.
