Russland auf dem Weg in die Diktatur: Innenpolitische Auswirkungen des Angriffs auf die Ukraine

Abstract

Der Angriff auf die Ukraine am 24. Februar 2022 hat Russland von der harten Autokratie in die Diktatur katapultiert. Totalitäre Tendenzen im Verhältnis zwischen Staat und Gesellschaft nehmen zu. Dies geschah nicht aus heiterem Himmel: Die jetzige Kriegszensur und die Repressionen basieren auf Gesetzen, die seit Anfang der 2010er Jahre verabschiedet wurden. Mit der Entscheidung zum Krieg hat Wladimir Putin die rus­sische Machtvertikale verabsolutiert. Die Negation von Recht schreitet noch schneller voran, die Propaganda ist allgegenwärtig und die Unterdrückung von unabhängigen Medien, Opposition, Zivilgesellschaft allumfassend. Während Putins Herrschaft wird sich daran nichts ändern. Doch der immense Druck, der durch den Krieg und die westlichen Sanktionen entstanden ist, könnte mittelfristig zu innen­politischem Wandel und zum Ende des Putinschen Regimes führen. Die dann denkbaren Szenarien deuten eher auf Destabilisierung als auf Demokratisierung hin.
