Deutsche Zentralasienpolitik nach der "Zeitenwende": Herausforderungen und Gestaltungsmöglichkeiten einer strategischen Partnerschaft

Abstract

Der russische Krieg gegen die Ukraine und die geopolitischen Verschiebungen auf dem eurasischen Kontinent haben Zentralasien wieder verstärkt in den Fokus Deutschlands und der EU gerückt. Die strategische Regionalpartnerschaft der Bundesrepublik mit Zentralasien, die im vergangenen Herbst angekündigt wurde, bietet ein vielversprechendes Potential für Zusammenarbeit. Eine Vertiefung der sektoralen Kooperation ist jedoch mit Herausforderungen verbunden, die eine realistische Lagebewertung für die einzelnen Arbeitsfelder erfordern. Genaue Kontextanalysen sind unabdingbar, will man Fehlperzeptionen und falsche Erwartungen vermeiden. Das deutsche Engagement sollte langfristig angelegt sein und vor allem darauf zielen, die Krisenfestigkeit der zentralasiatischen Länder zu stärken. Eine wesentliche Voraussetzung dafür ist die Unterstützung der intraregionalen Kooperation, vor allem in den Bereichen Logistik, Strominfrastruktur und Wassermanagement.
