Unklarheiten über russische Nuklearwaffen in Belarus: Erkenntnisstand und Implikationen für Europa und die NATO

Abstract

In den letzten zwei Jahren hat Belarus Trägersysteme erworben, welche Minsk die Fähigkeit zum Einsatz von Nuklearwaffen verschaffen. Zwar behaupten Moskau und Minsk, dass sich mittlerweile russische Atomsprengköpfe auf belarussischem Boden befinden. Gesichert ist dies allerdings nicht, und manches spricht dagegen. Dabei dürften die beiden Regierungen unterschiedliche Motive für eine mutmaßliche Stationierung russischer Kernwaffen in Belarus haben. In erster Linie geht es offenbar darum, die Handlungsfreiheit der Nato gegenüber Belarus einzuschränken. Eine nukleare Bedrohung für Europa bedeuten solche Maßnahmen kaum. Deshalb sollte die Nato auch ihre Nuklearpolitik wegen einer solchen Verlegung nicht verändern. Belarus' nukleare Aufwertung unterstreicht aber die wachsende Bereitschaft des Kremls, Kosten und Risiken in Kauf zu nehmen, um seine Ziele zu erreichen. Europa muss daher seine konventionellen militärischen Fähigkeiten weiter ausbauen.
