Wie Russland für einen langen Krieg rekrutiert: Verdeckte Mobilisierung über "Freiwillige", Vorbereitung einer neuen Mobilmachung

Abstract

Im Abnutzungskrieg mit der Ukraine setzt der Kreml darauf, langfristig deutlich mehr Soldaten als das angegriffene Land an die Front schicken zu können. Nach der unpopulären Teilmobilmachung von Herbst 2022 wurde die Anwerbung formal freiwilliger Kämpfer im Rahmen der "verdeckten Mobilisierung" forciert. Dass mit der Diffusion von Gewaltstrukturen auch Risiken für das Regime verbunden sind, zeigte die "Wagner"-Meuterei von Juni 2023. Danach wurde die Kontrolle über die Freiwilligenformationen verstärkt. Mittlerweile sind Vorbereitungen für eine mögliche neue Mobilmachungsrunde zu beobachten. Russland rekrutiert aber nicht nur für den Krieg gegen die Ukraine. Wie der geplante Aufwuchs der Streitkräfte auf 1,5 Millionen Soldaten verdeutlicht, bereitet der Kreml sich auf eine dauerhafte Konfrontation mit dem Westen vor.
